"It has been six years since the Great East Japan earthquake and the country is still recovering. But the sight of happy and healthy runners is a source of strength for our recovering Matsushima as well as the entire Tohoku region."

In accordance to the Japan Association of Athletics Federations Marathon Rules of 2017.

Awards
Award certificates will be given in each event to those who place between 1 and 8. Record certificates will be published for all participants immediately.
Bonus Awards
One man and women who place the highest in the half marathon will be invited to the Jeju Tourism Marathon Festival in Korea.

We will invite one of the top ranked winners and men and women of the 10 kilometer section to the "Carter Memorial Kurobe Meisui Marathon 10 kilometer section".
Other
1. We ask that you follow the instructions of the judges and take responsibility for yourselves when participating in your event.
2. We ask that you take responsibility for any injuries or illnesses, etc., that occur on the event grounds or during your event. The host will not take responsibility.
3. We ask that you undergo a health check-up prior to the marathon and participate in your event in full health.
4. We ask that you come with your health insurance.
5. Should it be judged that you do not fulfill the participation requirements after your application has been received, we will not allow you to participate.
6. Each event will end after reaching its time limit. We ask that you follow the instructions of our attendants and cease running.
7. The half marathon has time limits and cut-offs. Runners who fail to pass the 9.9K point in 80 minutes and the 15K point in 110 minutes will be disqualified and must cease running. The 10K and 5K runs have finishing time limits but do not have cut-offs.
8. Should it be judged that you cannot continue, you will be asked to cease running even if you are still running within the time limit. We ask that you follow the instructions of the judges.
9. Should the events be put on hold due to weather conditions or other reasons, there may be changes to distances or time limits.
10. We ask that amateur participants wear appropriate clothing on the day of the event.
11. Should you be accompanied by another participant or engage in dangerous running conduct during the events, you will be disqualified. However, participants with visual impairments may receive an escort. We ask that escorts wear the escort number card that is provided to them by the host. The only event with wheelchair participation is the 5K. You may not participate in racing or electric wheelchairs. To avoid injuries we will have our wheelchair participants start at the back of the queue.
12. Should you feel unwell during your event, we ask that you cease running immediately.
13. We ask that participants trailing at the end of each event be mindful not to become obstacles for the leading running groups of other events.
14. We will publish record certificates for each participant promptly upon the completion of their event.
15. You are prohibited from displaying or wearing designs and/or logos that promote businesses or products for advertising purposes at the event (and during the run). Furthermore, you are prohibited from participating when wearing articles of clothing that display political slogans or offensive material. Should the host judge your clothing to be inappropriate, you may be prohibited from participating.

About setting measurement chip
We are calculating the records of this event with a timing chip that will be attached to your shoe. We ask that you participate with your chip attached to your shoe. We cannot calculate your record if you are not equipped with the chip that has been packaged with your number card.
You must return your timing chip after you finish running: we will be collecting them. Should you lose your chip, there will be a fine (2,000 yen). Please be mindful.
Start
In accordance to the official rules as determined by the Japan Association of Athletics Federations, official records are measured by gross-time (i.e. the measurement starts at the firing of the pistol). We will also measure net-time (i.e. the time it takes each runner to pass from the start line to the finish line) as reference records.
With regard to confirming start times, we ask that you gather at the designated meeting place 20 minutes before the start of your event. While located at the Matsushima Chomin Ground, the designated meeting place is different for each event. We ask that you refer to the notice board.

Start positions are determined by target times.
Because it is dangerous, we ask that you absolutely do not strain to overtake the other runners upon starting.
Application Terms
※We ask that you apply in agreement with the following application terms.
1. You cannot change/cancel your event after applying. Furthermore, the host will not refund over payment/double payment.
2. You can only participate in one event. The event cannot be changed/canceled after entry.
3. With regard to possibility/amount of a refund in the case of shortening/cancellation of the event due to earthquakes, wind or flood damage, snowfall, incidents, accidents, epidemics, etc.: such will be judged and decided upon by the host on a case-to-case basis.
4. You are in good health, do not have a cardiovascular disease or other illness, and are coming to the event after having done ample training. You will take full responsibility in participating with regard to sickness and injuries, accidents, losses, etc.
5. Should it be judged that you cannot continue your run, you will immediately follow the host's instruction to stop running. Furthermore, you will follow all of the host's instructions regarding safety and conduct.
6. Should you incur an injury or sickness during the event, you will not refuse first-aid treatment. You will not question the host's responsibility with regard to method or process.
7. You will exempt the host from responsibility with regard to injuries, sicknesses, and losses incurred during the event. You will not seek compensation for losses or damages.
8. You consent to the insurance limitations initiated by the host with regard to compensation for accidents, injuries, or sickness (aside from injuries or sicknesses that full under your own responsibility, such as heatstroke).
9. Your family, relatives, legal guardian (for minors), or team member (i.e. when entered by a representative) consent to your participation in this event.
10. You will not make false claims about your age/gender or have someone else (i.e. a proxy runner) run in your stead. Should any of these illegalities be discovered, you will follow the decision of the host with regard to the nullification of your participation/awards and future participation. Furthermore, you agree that the host carries no responsibility with regard to relief/refunds for false claimants/proxy runners.
11. You consent to the use of film, photography, articles, and records (regarding name, age, gender, records, image, and other personal information) being reported, published, or used, in newspapers, magazines, and pamphlets, and on television and the Internet. Furthermore, the publishing and usage rights will belong to the host.
12. The personal information of event applicants will be used in accordance to terms established separately by the host.
13. Terms not listed in the above application terms are in accordance to event terms established separately by the host (In the case of discrepancy, the event terms take precedence).
Use of Personal Information
We are aware of the importance of personal information. We will be strict in protecting the rights and applicable laws related to the protection of personal information. We will use personal information according to our personal information protection policy. In order to improve our service toward event participants, we will use it for participant invitations, record and related notifications, subsequent event invitations, services offered by participating/cooperating organizations, and record presentations (i.e. ranking, etc.). You may be asked by the host, or a subcontracted company, to confirm your application information.
